Blog - Teaser Settings
The Panel / Blog Teaser will always show a specific number of posts from your blog.
You can define that with the Drupal Navigation: Structure > Views
Search for: _Last X Blog Posts
Click on 4 Items in the Pager section of the settings.
Define your number here.
